City Utility Billing
Asbury operates a municipal sanitary sewer system and water distribution system. The City contracts refuse, recycling and yard waste services for all citizens. Billing questions may be directed to City Hall by calling 563.556.7106.
Please notify City Hall when changes to your account occur; e.g. sell your house, extended periods of vacancy, name changes, etc.
Water Emergency during closed hours
If you have a water emergency during closed hours or on the weekends, please contact 563.589.4414 (Dubuque County Dispatch) and they will dispatch a water operator to your home.
Payment Options
Residents are billed monthly for their utility 
services. We have several convenient ways to pay:
1. Make a payment online (click here).
2. Sign up for monthly automatic withdraw payments (ACH) (see below).
3. Drop a check in our convenient drop box located in the City Hall driveway.
4. Stop into City Hall to drop off your payment.
Automatic Withdraw Payments (ACH)
For your convenience payments can be made by utilizing a monthly direct debit from your checking account. Never write a check again! Simply print a copy of the ACH authorization form and return it with a voided check from your banking institution. We'll automatically pull your payment on the 15th of each month, so you'll never miss a payment.
E-Billing
The City has now implemented E-Billing! Use the form below to sign up and receive your City utility bills via email. It's so easy and sustainable!
